Elaine founded Anne Frank House in 1986, after Adas Israel volunteers staffed Luther Place, a night shelter for homeless people in Washington,l DC Rev Steinbruck, of the shelter, challenged AI members to start a group home for mentally ill homeless people. Elaine's late husband, Bill, sold his baseball card collection to fund the new home. Rev. Steinbruck suggested the name of Anne Frank because she was homeless when the Nazis came to the Netherlands, After AFH started, Elaine worked on the committee to check on clients' progress.
